Let’s be honest, unless there is an SCP breach, SCP online (like Fern), test of some sort, or CDC breach the life of an SC-0 to SC-2 is pretty boring. I understand that you “could just join a department”, however, not everyone wants to. I believe there should be more for FP to do.
Foundation Personnel Tasks:
-Cleaning certain areas around Phi
-Visiting areas around the Site
-Doing small maintenance tasks like fixing a small pipe or something around Phi
Foundation Personnel Activities:
-Site tour (some higher ranking person would give FP a foundation tour showing them all the sites like Omicron, Phi, Epsilon and others)
-Arcade spot in site Phi (pay money to play a game, maybe claw machine that gives you a toy)
-Weapons orientation (this would be for any FP that own a weapon, SD would show them some tips for combat and inform them of the weapon rules)

While sure you get gameplay, is it really necessary?
I think that the time players spend as FP (team) should be minimized; they should be able to get into a department as soon as possible (that being within a day or 2).
The time they do spend as FP should be utilized as a way to introduce them to the game. The way I’d introduce an SC-0 to the game would be to allow follow and sometimes work with department members like an intern and possibly get into the said department bit quicker.
This kind of “introduction phase” would be pretty far in the future because right now there is not many features which would support and make this kind of system work efficiently (e.g how would someone help conducting a checkup while learning, being meaningful and not taking too much responsibility (from the MD)?)
SD to an extent could support this kind of system fine with just a little dev support. But other departments would also need be implemented to the system.
The stuff you mentioned could still be implemented, but I don’t think many is needed as the primary purpose for such would just be to pass time if there is nobody to work with.
Regarding the tasks

Cleaning wouldn’t be bad but should be entirely optional.

Visiting areas is already a task for SC-1 promotion.

Doing maintenance such as fixing pipes and such would take away gameplay from ETS in the future and does not fit the FP team.
Regarding activities

Site tours are already done by DDA sometimes pretty sure.

I don’t think arcade spot would be that interesting and would get boring pretty quickly.

Weapons orientation would very likely never be hosted (unless it would be mandatory for SD promotion but that would be annoying for the SD) because of how boring they’d be.
One task which could be nice would be logistics such as refilling vending machines, armor and armor refill stations, fire extinguisher cabinets, first aid cabinets and others.
Another would be operating cameras to relay information to combatives.
All these tasks should also be available to non-FP as well so an ScD who’s waiting for their CDs to be brought can do something.
