New Tablet command, fixes SD activity

Add a new command on tablet (ex. OnlineSD). Allows Spec+ to use it and see all Security Department members currently active in the game and their ranks. This helps with activity and ensures they follow their duties as intended. It should also be easy to code. This can be used like:

  • 9 BSD online but only 3 at GL. Use the command to see who is neglecting their duties, it will display every member’s name and rank. This allows you to directly contact them using the radio or by sweeping to find them. Sometimes the radio doesn’t work for SD if you aren’t directly talking to them/Ping them.

I would say we can upgrade this, besides what you just suggested we could also add a minimap that only Specialist+ or Subdivisions could see that tracks all SD movement and could give Command and Subdivisions a better idea of what SD in general is doing on-site at the moment.
